Phase I and Phase II Environmental Site Assessments are
typically performed for property owners, buyers, banks,
attorneys and developers to identify recognized environmental
conditions which previously existed or currently exist on a
project site. These assessments are performed in
accordance with ASTM Standard Practice E 1527-05 "Standards and
Practices for All Appropriate Inquiry" Final Rule (40 CFR Part
312).
The purpose of a Phase I ESA is to inquire into the
current and historical uses of the property, and includes site
reconnaissance, interviews, environmental records review, and
report preparation. Also, facilities that adjoin the
subject site or are located within a 1-mile radius are reviewed
to ascertain any potential environmental impacts on the project.
A Phase II ESA offers
further investigation of suspected environmental
conditions, as identified in previous Phase I
Environmental Site Assessments. The extent of
Phase II services is tailored to the results of the
Phase I survey, and will vary from one site to
another. The purpose of the Phase II
Assessment is to determine from on-site field
investigations if additional measures are required,
such as site cleanup or other means of remediation.
These assessments are performed in accordance with
ASTM Standard Practice E 1903.
